We are seeking a highly motivated and organized professional to join the Community Planning Division who would like an opportunity to apply their policy development, development review, urban design and resource management skills in shaping the Town’s future.
Reporting to the Manager of Community Planning, this position will perform a full range of land use planning functions for the Town, including managing policy and land use development projects, zoning by-law updates, and the review and processing of development applications.
Duties and Responsibilities (applicable to both positions)
Coordinate the evaluation of development proposals including assessing consistency and conformity of proposals with Provincial and municipal planning policies, and compliance with zoning by-law provisions, within the applicable policy / regulatory framework.
Ensure all procedural and public consultation requirements of the Planning Act are met.
Prepare and deliver presentations and reports to Council and Committees on policies and development proposals.
Negotiate development agreements.
Manage or provide assistance with key policy initiatives such as comprehensive reviews of municipal policies and legislation, coordinate preparation of secondary plans, zoning by-law consolidations, and special studies.
Prepare and present evidence at Ontario Land Tribunal (“OLT”) hearings.
Provide guidance and information to developers, citizens, agencies, and other stakeholders regarding BWG’s planning process, official plan policies, zoning by-law provisions, and other policies endorsed by Town Council.
Liaising with external organizations; assisting the public on a day-to-day basis.
Key Competencies and Qualifications (applicable to both positions)
Possess a degree in Planning or related discipline, recognized by the Professional Standards Board (“PSB”)
Candidate membership or eligible to obtain candidate membership with the PSB, and commitment to achieve Registered Professional Planner (RPP) designation.
Minimum of two (2) to four (4) years of experience, preferably in a municipal planning department or land use planning consulting firm.
Experience with the municipal planning and development process, the Planning Act, Ontario Heritage Act, Greenbelt Act, Lake Simcoe Protection Act, Provincial plans and policies, Official Plans, Zoning By-laws, and OLT and/or other tribunals.
Possess strong time management skills and ability to work in a high-pressure environment, meeting deadlines established by the Planning Act.
Must be able to communicate effectively, professionally and courteously with all levels of staff, contractors and the general public, be productive in a team environment and possess strong project management skills.
Demonstrated proficiency with information technology.
Candidates must be able to promote a culture of inclusiveness and work with a diverse population of employees, participants, agencies and the public.
Required to complete a Criminal Record and Judicial Matters Check upon hire.
Additional Requirements and Information related to Senior Planner position
Registered Professional Planner (RPP) designation and CIP/OPPI membership in good standing
Minimum of five (5) year to seven (7) of experience preferably in a municipal planning department or planning consulting firm.
In-depth knowledge of planning legislation and policies, the Planning Act, Condominium Act, Ontario Heritage Act, Greenbelt Act, Lake Simcoe Protection Act, Provincial plans and policies, Official Plans and Zoning By-laws, and of the complete development application review and decision-making process, including detailed implementation of development approvals.
Experience with OLT and other tribunals is required.
