The Massachusetts Municipal Association (MMA) is seeking an experienced public policy expert and manager to oversee all activities related to the advocacy and policy development functions of the organization.
About the MMA: The MMA is a nonprofit and nonpartisan organization that provides an array of services to its member cities and towns statewide, including public policy advocacy, education and training, research and analysis, and publications and information programs. As the voice of local government in Massachusetts, the MMA works to advance the interests of all cities and towns.
About the position: Reporting directly to the Executive Director & CEO, this is a senior management position in charge of MMA’s legislative advocacy and policy development.
The Legislative Director will manage all functions of the Legislative Division, including: leading MMA’s advocacy before the state legislature and executive branch, ensuring tracking and monitoring of all municipal issues in the legislative and rule-making process, overseeing the development and presentation of written and oral testimony, implementing strategies to ensure the association’s lobbying effectiveness, coordinating a member-driven policy development process to analyze and propose legislation, providing expert-level briefings and analysis on policy issues, and engaging with local officials and key stakeholders across the state. The Legislative Director works closely with the Executive Director on issues across the organization, coordinates special projects and initiatives, is a member of MMA’s Senior Management Team, and directly supervises a talented 4-person staff.
Qualifications: We are looking for someone who has relevant experience in a nonprofit or governmental setting, including as a manager supervising teams, with an impressive background of progressively responsible leadership in a membership-based organization or municipal, state or federal agency. You must have a strong understanding of municipal government issues and operations, strong knowledge of the legislative and regulatory process, the ability to successfully plan, implement, and manage multiple complex activities, experience as a supervisor, and strong policy and analytical skills. The position requires outstanding interpersonal skills and top-notch writing and verbal communication capabilities. Experience working with municipal government officials is strongly preferred. The position requires knowledge and skills normally acquired through 8-10 years of relevant experience, and a degree in public policy, government or communications. A valid driver’s license is required, as the position involves frequent in-state travel. The Director must be able to work evenings and weekends when the legislature is in session.
Work environment: Our offices are located in Boston’s Government Center neighborhood. The staff is loyal and professional with little turnover. The position offers a competitive salary, terrific benefits, and a great collaborative work culture. Due to COVID-19, the staff is currently working remotely, and we plan a return to the office after Labor Day.
