Job Overview: The Export Controls and Operational Security Officer will be solely responsible for BioMADE’s export controls and operational security programs. This position will develop and maintain the export control program, including reviewing research and development proposals, assessing and mitigating regulatory risks, and filing for export license applications. The position will also develop and maintain BioMADE’s operational security program. The incumbent will serve as a liaison with the US Government and other external constituencies to ensure compliance with applicable laws and regulations. The incumbent will also provide relevant training in export controls and operational security to BioMADE personnel.
Export Controls, 65% - Oversee the development and operation of BioMADE’s export controls program, in alignment with applicable federal laws. Lead the development and maintenance of BioMADE’s Foreign Interest Participation Management Plan.
- Provide specialized reviews, in collaboration with the US Government, of proposed government directed research and development projects to determine export classification, jurisdiction, and appropriate internal safeguards. Work with internal (BioMADE) Agreements Officers to ensure appropriate grant/contract terms are included in subawards.
- Be responsible for export compliance, including review and approval of any necessary technology control plans (TCPs). Liaise with UMN and Satellite Office export control officers as necessary.
- Actively monitor relevant legal, regulatory, and policy developments. Participate in export control officer forums, including conferences and listservs.
- Assess regulatory risks and implement mitigation plans to optimize compliance with federal trade controls.
- Provide export controls and economic sanctions presentations to BioMADE staff and membership.
- Prepare and file export license applications, in coordination with University or member Export Controls Offices, as needed with the US Department of State, Department of Defense Trade Controls; US Department of Commerce, Bureau of Industry and Security; and the US Department of Treasury, Office of Foreign Assets Control.
- Review proposals and awards involving non-U.S. sponsors or subrecipients to identify and mitigate potential risks unique to global research projects.
Operational Security, 35% - Develop, implement, and oversee an operational security program consistent with federal requirements applicable to BioMADE. Serve as the primary OPSEC point of contact with US Government partners including the FBI and DoD.
- Create, provide, and document security awareness training (insider threat, cybersecurity, non-US influence, etc.) to BioMADE personnel.
- Collaborate with BioMADE IT personnel to harmonize export control and operational security practices with cybersecurity measures (e.g., NIST Special Publication 800-171, DoD’s Cybersecurity Maturity Model Certification standards).
- Undertake or assist with internal assessments, investigations, and remedial actions in connection with security infractions.
