Under the leadership of the Director, EHS, plans, createsand manages comprehensive hazardous materials and environmental programs thatincludes, but are not limited to, hazardous waste management, medical waste,Spill Prevention Control and Countermeasures Plan (SPCC), asbestos and leadprogram management plans, Tier II reporting, chemicals of interest (COI), wasteminimization and contingency planning. This position is required to performoccasional 24-hour EHS One Call technical/emergency support andcross-functional support to other EHS department disciplines as needed. Supervises 2-3 personnel and 1-2 studentemployees.
Responsibilities include the following:
Develop and implement strategies and systems topromote and facilitate employee compliance with UTK environmental programs.
Make budgetary projections and recommendationsto the director regarding overall needs and expenses of the environmentalprograms unit.
Develop data collection methods for use inassessing program effectiveness and gaps. (Key Performance Indicators(KPIs)).
Prepare progress reports for senior managersand various department/university safety committees on environmental programsimplementation.
Ensure timely preparation and submission ofenvironmental permits and compliance plans; prepare environmental reports andaudit university facilities for environmental and hazardous materialscompliance including the Biennial Report for hazardous waste disposal and TierII reporting.
Serve as Chair to the Environmental ComplianceTeam (ECT).
Monitor university chemical inventory forcompliance with the Chemical Facility Anti-Terrorism Standards (CFATS) for chemicalsof interest (COI).
Participate in EHS department planningactivities regarding strategies and service enhancements.
Assess incidents and complaints concerningpotential environmental conditions in the work place.
Ensures timely reporting to regulatory agenciesregarding chemical releases to the environment.
Perform environmental incident response incoordination with Facilities Services and Emergency Management.
Review and approve ORE Certificates of EnvironmentalCompliance and Environmental Checklists associated with research grants.
Coordinate with the UTK Emergency Manager,local emergency responders, Local Emergency Planning Committees (LEPC) andState Emergency Response Commissions (SERCs) on contingency planning.
Provide functional direction and training onthe overall application of environmental programs.
Provide CPR/AED/BFA training through the EHSASHI certified training center as assigned.
