Under the general supervision of the Director of Research Regulatory Compliance, the Export Control Manager has administrative responsibility for the day-to-day direction and management of the Export Control program, Financial Conflict of Interest, Responsible Conduct of Research, Conflict of Interest, and assist with managing Prairie View A&M University (PVAMU) research compliance programs. The Export Control Manager will work with the System Export Control Office with revising and maintaining campus facilitation of university compliance with policies and regulations.
Responsibilities:
Development, oversight, management and record keeping aspects of PVAMUâ™s export control compliance program. Monitor the federal laws, rules and regulations that pertain to export controls and develop or revise, as needed, the PVAMUâ™s policies and procedures, as well as the education and communication tools necessary to ensure compliance. Perform export control specific risk assessment. Manage Technology Control Plans (TCP), including identifying when a TCP is required, drafting and security approval of TCPs, and monitoring compliance with approved TCPs. Serve as primary point- of-contact with the respective government agencies for compliance with the International Traffic in Arms Regulations (ITAR) under the auspices of the U.S. Department of State; the Export Administration Regulations (EAR) under the auspices of the U.S. Department of Commerce and the Office of Foreign Assets Controls (OFAC) regulations under the auspices of the U.S. Department of Treasury.
Draft and implement Conflict of Interest training, policies, and procedures. Receive and review disclosures in the Maestro Electronic System.
Provide managerial support for research compliance committee activities.
Performs other duties as assigned.
Required Education and Experience:
Bachelorâ™s degree.
Five years of related experience.
Required Knowledge, Skills and Abilities:
Knowledge of word processing, spreadsheet, and database applications.
Ability to multitask and work cooperatively with others.
Ability to communicate clearly and effectively to ensure understanding.
Preferred Qualifications:
Five or more yearsâ™ experience in positions of increasing responsibility in a compliance-related field.
Knowledge of project management.
Strong verbal and written communication skills.
Strong interpersonal and organizational skills.
Ability to present information clearly and concisely.
