Position Summary
Under general supervision of the Assistant City Manager, oversees the operation of the City of St. George transit system. The Transit Manager provides leadership and strategic oversight of the City of St. George’s public transit system, SunTran. This role is responsible for ensuring the delivery of high-quality, efficient, and reliable transit services that meet the evolving needs of the community. The position requires a forward-thinking approach to guide the system through growth, modernization, and improvements while continuing to deliver excellent service. The Transit Manager will collaborate with internal teams, local stakeholders, and external agencies, ensuring compliance with all applicable federal, state, and local laws, and driving the future direction of the transit system.

Supervises the Transit Superintendent, Advertising Manager, and Grants Program Manager.
Oversee the overall operation of SunTran, ensuring the efficient delivery of services in alignment with community needs and long-term objectives. Identify opportunities for service enhancements, route optimization, and modernization, aligning with best practices and industry trends. Ensure the division and service aligns with the vision, goals and priorities of the City Manager and City Council.
Administer federal and state transit grants, ensuring compliance with all funding regulations and reporting requirements. Continuously monitor legislative changes at the local, state, and federal levels to identify new funding opportunities and regulatory changes. Serves as the primary liaison with the Federal Transit Administration (FTA), ensuring ongoing compliance with federal regulations and preparing for inspections and audits.
Prepare and administer the annual budget for the Transit Division, ensuring the efficient allocation of resources and alignment with city priorities. Pursues funding for transit system improvements and capital. Monitors expenditures and financial performance to ensure fiscal responsibility, grant compliance while maintaining service quality. Performs long range forecasts of capital and operational needs to ensure adequate funding levels.
Lead, manage and partner with other city departments on capital investments and improvement projects related to the city’s public transit system.
Continuously monitor and evaluate the performance of transit services to ensure reliability, safety, and customer satisfaction. Work with the Transit Superintendent to address operational issues, service interruptions, and opportunities for improvement. Develop systems for tracking service metrics and ensuring that performance goals are met while maintaining a focus on quality.
Lead the exploration and implementation of new technologies and service models that improve the efficiency, reliability and accessibility of transit services. Work with city leadership, the City Council, local stakeholders, and transportation experts to envision and plan for the future of SunTran, ensuring it remains an integral part of the city’s transportation network.
Represent SunTran and the Transit Division in meetings with local businesses, government officials, community groups, and the public. Develop and implement marketing and public relations strategies to promote SunTran’s services, increase ridership, and foster positive community relations. Address and resolve community concerns and transit-related issues, ensuring SunTran remains a responsive and customer-focused service. Collaborate with other city departments in representing the public transit system’s needs with the metropolitan planning organization.
May work indoor, sitting, with the ability to move at will and work in the field monitoring and reviewing transit activity. A computer keyboard is used for entering and retrieving data and preparing documents. May work outdoor in a variety of weather conditions, including cold, extreme heat, and rain when responding to accident scenes, or when supervising and/or assisting transit drivers. Vision to read printed materials and drive a vehicle, and hearing and speech to communicate in person and over the radio. Intermittent exposure to stress as a result of human behavior. Frequent exposure to pressure related to management and deadlines.

Qualifications
Education: Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, public planning, transportation planning, or related field. Master’s degree preferred.
Experience: Minimum of five (5) years of progressively responsible experience in public transit and/or public transportation operations, including at least three (3) years in a high level supervisory or management role.
Licenses and/or Certifications:
Possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire.
