Rutgers, The State University of New Jersey (the University) is seeking an Assistant Vice President, Title IX (AVP-TIX). The AVP-TIX will be responsible for coordinating University-wide resources, programs and activities relating to compliance with Title IX and all other sex- and gender-based laws and regulations, including those relating to issues of sexual harassment and other forms of sexual misconduct, and will be the central point of contact within the University for such issues. Additionally, the AVP-TIX will oversee the campus-level functions that handle investigations relating to alleged student conduct violations of Title IX and related laws, regulations, and University policies. Finally, the AVP-TIX will report regularly to members of the University's senior leadership on the University's compliance with Title IX and related laws and regulations and, in that capacity, lead a project team tasked with comprehensively reviewing the University's structure, programs, policies, procedures, and activities regarding sexual harassment and other forms of sexual misconduct and providing recommendations in this area.
Among the key duties of this position are the following:
1. Serve as a key leader in the University's efforts to build and strengthen a caring culture that supports a safe, respectful and inclusive living, learning, and working environment for students, faculty, staff, and visitors alike:
Maintain a fluent and continuously updated understanding of all laws, regulations, policies, and procedures prohibiting sexual harassment and other forms of sexual misconduct, including, but not limited to, Title IX, the Clery Act, VAWA, and NJLAD.
Support the mission of the University by leading the effort to ensure institutional compliance with these laws, regulations, policies and procedures.
Provide ultimate oversight over the institution's Title IX program as a whole and be responsible for ensuring consistent Title IX compliance, identifying trends across the University, and helping to coordinate training or educational programming responsive to those trends.
Monitor Rutgers' Title IX program for barriers to reporting information about conduct that reasonably may constitute sex discrimination under Title IX and assist the University in taking steps reasonably calculated to address such barriers.
2. Provide centralized oversight of Chancellor-Led Unit (CLU)-level Title IX offices:
Provide oversight of (through a dotted-line reporting relationship) and guidance to the University's unit-level Title IX Coordinators for consistency, including overseeing investigations, informal resolutions, and formal hearings regarding Title IX complaints against students.
Establish and ensure consistent practices across all CLUs for all functions handled by the unit-level Title IX Coordinators.
Ensure the use of a unified, enterprise-level case management system used by all CLUs for investigations and informal resolutions.
Support and advocate for the provision of support services at the CLU level and make recommendations to University leadership regarding the resources necessary to provide adequate support to these functions in line with best practices.
Maintain a working and communicative relationship with the campus-based Student Affairs leads to understand the broader campus climate and service issues and needs.
Develop and maintain a library of easily accessible, University-wide resources relating to sexual harassment and other forms of sexual misconduct and make those resources readily available to the University community on a single, central website.
Become the designated point of contact for University leaders for all informational inquiries relating to institutional compliance with Title IX
3. Provide Guidance and Reporting to University Leadership
Together with the AVP who has oversight over the Office of Employment Equity in University Human Resources, report to the University's senior leadership on a regular basis on the Title IX function as a whole, in order to ensure consistent Title IX compliance University-wide.
Provide strategic leadership and guidance to senior leadership of the University on an ongoing basis to ensure that the University continues to fully comply with all relevant legal requirements while meeting evolving best practice standards regarding the support provided to Rutgers students, staff, faculty, and other community members.
Direct and coordinate ongoing oversight and support from the President's Office for university-wide and CLU-level implementation of initiatives such as translating campus climate data to action plans, or other strategic initiatives.
Lead a University project team (including representatives from the CLUs and OEE, among others) that will consider further changes to the University's structure, processes, and resources for preventing, responding to, and communicating regarding sexual harassment and other forms of sexual misconduct, and report on the results and recommendations of this project.
Assist the University in responding to media inquiries regarding Title IX and sexual misconduct matters, as appropriate and as determined in collaboration with University Communications.
4. Foster and Engage in Cross-Functional Collaboration:
Work closely and proactively with the University's Office of General Counsel and University Human Resources, Office of Employment Equity, and the CLU offices of Student Affairs, to ensure that University-wide policies regarding sexual harassment and other forms of sexual misconduct remain consistent with applicable legal and regulatory requirements and that university-wide resources comport with University policies and federal and state laws and regulations.
Collaborate with University Human Resources, Office of Workplace Culture, to develop a set of resources for addressing unprofessional and/or otherwise unacceptable conduct in the workplace that does not rise to the level of a potential violation of law, regulation, or University policy
Foster collegial relationships and communicate frequently with a broad array of University stakeholders, including the Chancellor's Offices, the Office of General Counsel, Office of Equity and Inclusion, the Office of Employment Equity, University Communications and other units within University Human Resources, Academic Affairs, Student Affairs, and others, to disseminate information, redesign processes, and otherwise support the University's overall compliance needs and responsibilities in this area.
Minimum Education and Experience:
Bachelor's Degree in higher education administration, human resources, public administration, law, or a related field; or an equivalent combination of education and/or experience.
Eight (8) years of progressive experience in a compliance, legal, or human resources role, or a related field.
