Job Summary:
Provides regulatory expertise; advises and helps Texas Commission on Environmental Quality (TCEQ) staff to determine regulatory impact on programs related to the Safe Drinking Water Act (SWDA).
Essential Duties:
Researches and compiles historical information related to 30 Texas Administrative Code Chapters 288, 295, 297, 298, 303, and 304, including the original rulemaking, rule preambles, and any associated background from historical documents such as the Texas Law of Water Rights and/or legislative intent.
Researches, compiles, and organizes information on final legal decisions in water rights permitting contested cases from 1990 to present.
Documents decisions from the Commission, the State Office of Administrative Hearings, and the courts.
Develops standard operating procedures and templates for legislative tasks such as Governor's letters.
Develops standard operating procedures for researching historical legal information on rules, statutes, and contested matters, including the sources of information and how to access the information.
Catalogs and indexes historical documents in an accessible online format and coordinates with program area staff to convert and/or digitize historical documents into searchable format.
Performs other duties assigned.
Required Qualifications:
Juris Doctor degree in the field of assignment with four (4) years of full-time experience.
Direct related experience may substitute for required education.
Preferred Qualifications:
Knowledge and experience with of Surface Water Rights in Texas.
Knowledge and experience with of Texas legislative process.
