The full salary range for the Chief Procurement Officer is $123,000 - $241,400 annually. However, the expected pay scale for this position is up to $182,200 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

As the Chief Procurement Officer (CPO), this position is responsible for providing exceptional procurement and business contract services to the entire campus. The CPO position reports to the Associate Vice Chancellor-Business & Financial Services (BFS) and is part of the BFS Leadership team. This position requires a high degree of collaboration with many functional units across the campus and coordination in a distributed access environment. The position is responsible for the leadership, strategic planning, and management of the Procurement Service and Business Contracts areas. The CPO is responsible for the development of value-added business processes, including enabling an efficient procure to pay process flow, optimizing cost savings on purchases, managing procurement card programs, and facilitating the business contract programs.

Demonstrated advanced experience in drafting, negotiating, and administering complex business contracts. Required
Advanced experience with managing contemporary procurement systems and processes in a large organization. Required

Minimum of 5 years of experience in planning, developing and coordinating RFXs, contracts and agreements for a multi-functional organization. Preferred

Demonstrated knowledge and a thorough understanding of principles of general procurement practices, UCC, business and contract law, California procurement law, and guidance, federal procurement regulations and accepted business practices in these areas.
Demonstrated knowledge of fiduciary responsibility in effectively managing resources within established budgetary limitations, prioritizing work to best meet organizational needs within the resources allocated.
Demonstrated ability to conduct complex analyses to provide essential information necessary for operational decision making. Proven ability to analyze complex information and formulate logical and objective conclusions.
Knowledge of applicable state and federal laws and regulations regarding commercial contracts.
Excellent knowledge and experience with procurement interrelationships between requestors, administrative functions, buyer, receiving, Disbursements, Equipment Management, Surplus Sales, common carriers, suppliers and transport brokers.
Knowledge of financial principles, financial feasibility, and internal controls.
Demonstrated skill in developing, implementing, and evaluating programs ranging in size, complexity, innovation, and comprehensiveness, incorporating knowledge of institutional policies and /or federal, state and local regulations.
Demonstrated ability to utilize computers, databases, forms, spreadsheets, extract data, organize, and manipulate data from multiple sources, and to use appropriate analytical and statistical methods to identify issues and trends. Demonstrated skill in utilizing information technology applications, including Microsoft Office Suite (Word, Excel, Access, Outlook) and web-based query, reporting, and work flow management tools.
