The Office of Government, Community & Economic Partnerships is seeking an Associate Director Government Affairs. This position is a member of a team that represents both Johns Hopkins University and Medicine before the Maryland General Assembly. The team serves as the initial review of proposed state legislation, regulations, and policies for their impact on Johns Hopkins institution. Additionally, this team serves as a liaison between Johns Hopkins? faculty and staff and State officials. This position reports to the Director of Maryland Government Affairs.
Specific Duties & Responsibilities
Legislative Analysis & Action
Analyze a wide range of proposed state legislation, regulations, and policies and advise on the development of Johns Hopkins? position or course of action. Provide timely information on proposed legislation and regulations to appropriate leadership, faculty, and staff.
Serve as technical and policy resource to the Maryland General Assembly.
Be responsible for monitoring and attending General Assembly hearing and sessions.
Evaluate and analyze how proposed positions or actions will affect or impact Johns Hopkins policies and programs.
Assist in the development of the GCE legislative newsletter to provide an overview of legislative issues and the impact on Johns Hopkins and updates on bill status. Write articles, updates and alerts relating to legislative issues and state policies.
Assist in strategic planning of Johns Hopkins legislative priorities with leadership and senior staff, identifying the set of issues to address and advance during the legislative session and throughout the year.
Identify state funding opportunities for Johns Hopkins business entities, such as programs, centers, and services to the general public.
Inform Johns Hopkins leadership and senior staff on legislative issues and proposals and develop course of action to implement Johns Hopkins? position.
Serve on external policy committees and trade organization committees that assist in public policy development.
Liaison
Serve as Johns Hopkins registered lobbyist with Maryland?s executive and legislative branches.
Build and maintain relationships and strengthen ties between Johns Hopkins institutions and the state government officials and offices.
Develop policy briefs and testimony.
Assist in developing and tracking Maryland capital grant applications.
Meet with elected officials and state policy leaders to advance the legislative and regulatory priorities of Johns Hopkins.
Represent Johns Hopkins before legislative committees and regulators.
Enhance the visibility of Johns Hopkins by creating opportunities to expose, promote and showcase Johns Hopkins? needs and achievement to state officials such as arranging meetings with state officials and leadership, site visits to various campuses and programs, providing faculty/staff expert testimony before legislative hearing and briefings, presenting Johns Hopkins to trade seminars and retreats, and forwarding items of interest to officials and staff.
Materials Development & Production
Write, research, develop, and enhance materials to promote, explain and advise on specific topics and issues impacting Johns Hopkins.
Prepare decision documents, briefing books, policy briefs, and talking points on legislative issues for internal and external use.
Write impact summaries of proposed legislation of interest to Johns Hopkins.
Collaborate with internal experts to write and deliver testimony on legislation impacting Johns Hopkins.
Collaborate with internal experts to write and deliver comment letters on regulations or policies impacting Johns Hopkins.
Research and write to develop briefing materials for internal use, such as biographic information on elected officials, financial charts of historical data, presentation slides, etc.
Write and update legislative bill summaries to track proposed state legislation or regulations for internal experts to review and advise on actions to be taken.

Knowledge of state-wide issues.
Knowledge of Maryland?s laws, regulations, reporting requirements, and political processes.
Knowledge of government affairs, especially at the state and local levels.
Knowledge of public policy issues affecting research universities, non-profit organizations, urban institutions, the Johns Hopkins University, the Johns Hopkins Health System, and affiliated institutions, including labor and employment matters and economic and community development.
Ability to lead, make decisions, and act independently as part of a government relations team.
Ability to represent the Institution?s leadership in various state and local venues and with key decision-makers to build consensus and coalitions.
Minimum Qualifications
Bachelor?s Degree, Advanced Degree in Law, or related field preferred.
Five years related experience in government relations or public policy.

This position is located full-time from January through April in the Government, Community & Economic Partnerships office in Annapolis, Maryland in alignment with the Maryland state legislative session schedule. Annapolis is the primary work location during this period and staff members do not receive commuting expense reimbursement. The remainder of the year, this position is based out of the Baltimore office.
