Under limited supervision of a Program Manager, the Regulatory Officer plays a crucial role in drafting, coordinating, and revising rules to implement the statutory authority, powers, and duties imposed upon the Department for regulating entities and matters under the agency's jurisdiction. The Regulatory Officer provides regulatory guidance and assists staff in performing their duties affected by regulatory and legal responsibilities.
The Regulatory Officer assists the Program Manager(s) and Director in advising the Office of Emergency Medical Services (OEMS) and staff on the application of various federal and state statutes, including the Administrative Procedures Act and the Open Public Meetings Act, as they apply to formal public meetings and hearings. Additionally, the Regulatory Officer prepares official correspondence, orders, and Department decisions, ensuring compliance with appropriate laws, administrative and regulatory functions, and consistency with established policies and precedents.
In this role, the Regulatory Officer provides regulatory guidance to staff, advised on enforcement policies, and conducts legal research to prepare detailed memoranda. The Regulatory Officer evaluates and advised on policy statements issued on matters under the Office of Emergency Medical Services' jurisdiction and reviews decisions, orders, memoranda, correspondence, penalty settlements, and other instruments prepared by staff prior to adoption or issuance. Ensuring policy continuity and legal sufficiency in all regulatory matters is a key responsibility of this position.
This position may be eligible to participate in the Department's pilot telework program, which offers eligible employees the opportunity to work remotely for up to two (2) days per week, as approved by management.
EDUCATION:
Graduation from an accredited law school with a Juris Doctor (J.D.) Degree.
EXPERIENCE:
Two (2) years of experience in conducting legal research, analyzing and evaluating legal documents, rules, regulations, and/or legislation, or the review and analysis of regulatory matters in a government agency; or two (2) years of experience as an
attorney, one (1) of which must have been in conducting legal research, analyzing and evaluating legal documents, rules, regulations, and/or legislation, or the review and analysis of regulatory matters in a government agency.
LICENSE:
Appointee must be eligible to practice as an Attorney-At-Law in the State of New Jersey.
Appointee must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any state in the United States.
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
