Grizzly Ranch Community Services District is accepting applications for the position of General Manager. Grizzly Ranch CSD provides water and wastewater services to a gated golf course community located in Portola, CA. This is a Chief Executive Officer position responsible for carrying out District policies, directing District operations, ensuring state and local regulatory compliance, controlling District expenditures and overseeing all programs and activities of the District, subject to approval of the Board of Directors.
This is a single-incumbent position that reports directly to the Board of Directors. The General Manager has direct responsibility for the oversight and management of both administrative and operational personnel. The GM works with the Board President who communicates general policies and missions of the District. The GM also has extensive contact with public officials, state/federal/local agencies, other public/private organizations and the general public.
Experience in the supervision or management of personnel
Experience in the preparation and management of annual operating budgets
Experience in public agency administration or equivalent experience in community organizations
or business experience
Ability to assume project management responsibilities
Ability to become aware of local and state regulations for both water and wastewater
Ability to facilitate and attend meetings of the Board of Directors and associated committees
Ability to develop and prepare comprehensive reports
Ability to obtain knowledge needed to successfully manage, operate and communicate both
water and wastewater infrastructure and operations
Strong communications skills
Must have a valid driver’s license
Experience in public agency administration
Experience in working with a Board of Directors
Working knowledge of the Brown Act, Public Records Act and CSD laws
Knowledge and background in both water distribution and water treatment infrastructure and operations
Knowledge and background in wastewater treatment
Possession of a State of California Water Treatment Operator Grade 2 Certification and or State of California Water Distribution Grade 1 Certification
Knowledge and experience in fiscal management and program planning
Knowledge and experience in project management
