The individual in this position is a benefit-field professional, responsible for the management of a variety of university benefit programs, including health, welfare, educational and voluntary program offerings. Responsible for the direct delivery (and team's delivery) of program management, vendor management, data and financial analysis and research, legal and regulatory compliance, project management and communication of a complex set of benefit programs and plans.

• Primary responsibility (and oversight of team and vendors responsible) for administration of the endowed health, dental, and vision plans, ensuring compliance with regulations, contract terms and performance guidelines or compensable metrics.Plans offered must be strategic and meet Cornell standards, while keeping pace with industry trends and developments and reflecting the changing needs of Cornell's demographics

• Primary responsibility for the Cornell administration and reporting of contract college health and dental plans sponsored by the State of New York.Direct management and supervision of the Health Benefit Administrator for the Department of Civil Service (Cornell team member-assigned role) who must act as the liaison with the State on these plans.

• Responsibility for the oversight of the team and external vendors administering University-sponsored welfare plans (life insurance, and various voluntary welfare plans) as well as the educational assistance programs offered to endowed and contract college employees.As with all plans, must ensure vendor and plan performance meets Cornell standards, while the programs and plans must keep pace with industry trends and developments and reflect the changing needs of Cornell's demographics and of its educational and degree programs.

• Must ensure Cornell and its vendors maintain all compliance and communication requirements; must maintain and file appropriate 5500s, Plan Documents, Summary Plan Descriptions, SBCs; ensure HIPAA compliance in plans and communications; ensure routine reporting to various governmental agencies, perform annual surveys and periodic comparative university checks, etc.

• Partners with the Associate Director, Benefit Analysis, to ensure that the Health and Welfare team has access to data and financial information to perform reviews of all plans, as well as performing the necessary financial processing and reporting of Medicare Part D rebates, Preferred University Rx Purchasing Coalition (OptumRx) rebates and discounts, and maintaining all financial aspects of performance guarantees.

• Partners with the Associate Director, HR Services and Transitions Center (HRSTC), to understand customer service indicators or trends and to ensure employees are well-informed (through various web-based, electronic and paper communication means) of plan changes, special enrollments, introductions of new or revised plans or plan provisions, and on new or changing vendor relationships; Ensures that the Health and Welfare team provides assistance and support to HRSTC counselors on complex plan design and plan delivery issues, for their ultimate delivery of customer service to faculty and staff.

REQUIRED QUALIFICATIONS:

Bachelor's degree in related field with 5-7 years related HR experience or equivalent combination of education and experience required. Demonstrated supervisory experience required, as well as superb customer service skills. Must be service oriented and possess strong oral and written communication skills and accomplished listening skills. Excellent judgment and experience in decision making.

PREFERRED QUALIFICATIONS:

Previous experience with the health, dental, education and voluntary benefits strongly preferred. CEBS and/or SHRM certification preferred or other graduate level work preferred.

Potential for Ongoing Remote

This position is located in Ithaca, New York. Due to the COVID-19 pandemic, and the University's need to limit the number of on-campus employees, the successful applicant will be asked to perform this role remotely at a location of their choice in the United States. This position may be considered for ongoing remote-work status, even once the campus permits more employees to work on campus.

The New York Convenience of employer guidelines require New York State individual tax reporting and withholdings for this position. Additional individual state income tax filings may also be required if working temporarily outside New York State.
