POSITION PURPOSE
Responsible for supporting the implementation and maintenance of T. Rowe Price's Global Privacy and Data Protection program across APAC with the goal of ensuring compliance with applicable APAC laws and regulations, clients' confidentiality requirements, and local best practices. The position will interact with business units across T. Rowe Price and their responsibilities apply to all types of personal data including associates, individuals, and institutional clients. In conjunction with Legal, this position will also consult with and provide guidance to the business regarding the potential sharing of data with third parties. The APAC Privacy Manager will also fulfil the role of Singapore Data Protection Officer (DPO) to align T. Rowe Price Singapore country practices with the compliance, legislative and regulatory framework outlined in the Singapore Personal Data Protection Act (PDPA), as well as other applicable country or sector-specific regulations or rules. The APAC Privacy Manager may also fulfil or support similar DPO roles, as required by other APAC country-specific requirements.

PRINCIPAL RESPONSIBILITIES
  • Develop an APAC privacy and confidentiality compliance monitoring program and oversee its execution
  • Actively promote privacy policy awareness through regular education sessions and best practices to foster a culture of data protection across APAC and the firm
  • Develop and support the implementation of privacy and data protection processes, controls, and procedures across APAC based on enterprise-wide guidance issued by the Global Privacy Office and, create and implement country or business unit specific privacy policies and procedures
  • Communicate with stakeholders regarding the most current personal data protection policies and clients' confidentiality expectations
  • Oversee Privacy by Design reviews in the context of new or changes to systems, processes, and vendors that contain personal data and support such reviews by providing strategic guidance to business and technology stakeholders and ensuring related documentation is maintained
  • Ensure solutions developed by stakeholders comply with all applicable requirements and that concerns are escalated as needed
  • Alert management to any risks that might arise regarding personal and confidential data
  • Serve as the point of contact for regulatory authorities across the APAC region, including the Singapore PDPC for matters relating to privacy and data protection, and any other in-region DPO requirements
  • Answer on behalf of the organization and manage personal data protection and client confidential information related queries and complaints from APAC data subjects and clients
  • Coordinate cross-functionally to provide privacy and confidentiality support and guidance with respect to T. Rowe Price's records management which includes collaborating with Human Resources, Global Technology, Client Operations, Enterprise Change Office, Legal, Risk, Enterprise Security, and other business units
  • Liaise with the lines of business in the investigation and management of potential APAC data breaches/instances of non-compliance to support prompt and accurate reporting as necessary
  • Manage the collection of privacy metrics and prepare reporting to present to senior management and all lines of business on APAC privacy and data protection issues
PERSONAL ATTRIBUTES / SKILLS / QUALIFICATIONS
Required:
  • 10+ years' experience in Financial services privacy, data protection, legal, compliance and / or regulatory adherence
  • Experience with Compliance programs that support at least several of the following: Singapore's Personal Data Protection Act, Japan's Act on the Protection of Personal Information, China's Cybersecurity Law, Hong Kong's Personal Data (Privacy) Ordinance, and / or Australia's Privacy Act
  • Deep experience in privacy, data protection, legal compliance and regulatory adherence
  • Aptitude for translating laws / regulations into actionable procedures and controls that enable business objectives
  • Ability to work independently, meet tight deadlines and work effectively in global team environment
  • Solid business process and analytical skills with high attention to detail and accuracy
  • Excellent interpersonal skills and work ethic with strong communication and writing skills
Preferred:
  • IAPP Certified Information Privacy Professional/Asia
  • Knowledge of APAC privacy / data protection frameworks and leading practices ( e.g., APEC Framework, etc.)
  • Knowledge of data processing operations within the financial sector is preferable
  • Additional spoken languages: Japanese or Mandarin
