Director, Government Procurement

Position Overview: This position will lead, develop, and implement PacificSource’s government procurement strategy, submissions, and accompanying activities. Initially, this position will work with senior executive leadership to develop and direct the company’s overarching strategy to succeed in government-regulated procurement, determine the goals to achieve the strategy, and translate these goals into clear strategic work plans. This role should position PacificSource to be successful in government-regulated procurements across multiple states and lines of business. This leader should cultivate and maintain relationships with internal executives in all PacificSource markets and lines of business, maintain relationships with external leaders in the government procurement space (as appropriate), and work closely with regional leaders and line of business leaders to shape PacificSource’s procurement strategy. While this role will not lead all efforts to prepare for all government-regulated procurements, it should work closely with other leaders to ensure that PacificSource’s strategies and activities are aligned for maximum impact and success. This position will lead multi-stakeholder procurement efforts, work with internal and external leaders to manage active procurement processes, and support and coach other staff to support PacificSource’s success in procurement.

Work Experience: Minimum of 5 years of leadership experience in regulated procurement, with a strong emphasis on health care. Minimum of 2 years of supervisory experience. Demonstrated track record of success in building procurement strategy and leading procurement activities with positive results. Experience leading large multi-stakeholder initiatives in a regulated environment is required. Experience in managing complex projects is required. Experience in proposal writing, project management, or consulting is required. Demonstrated ability to develop and execute procurement strategy. Significant technical writing experience required, along with editing and formatting skills. Demonstrated history of success in acquiring regulated business. Self starter, motivated, and self directed. Candidates with significant experience with the Pacific Northwest and with partners throughout PacificSource’s service area are strongly encouraged to apply.
Education, Certificates, Licenses: Juris Doctor (JD), Masters in Public Health, Healthcare Administration, Business, or related field required.
Knowledge: Excellent public relations, presentation, and interpersonal skills. Demonstrated successful communication skills, including public presentation, training, meeting facilitation, and written materials. Maintain high level of knowledge of company products, health reform trends at the Federal and State levels, and the insurance industry. Demonstrated skills with the following software: Microsoft Word, PowerPoint, Excel, and Visio. Strong analytical and problem solving skills. Must be extremely flexible, highly organized, and able to balance a range of internal and external stakeholders and competing priorities. Must have flexibility to work long hours on occasion, as required, for procurement opportunities.
Competencies
Environment: Work inside in a general office setting with ergonomically configured equipment. Travel throughout PacificSource’s service area is required approximately 20% of the time (not during a pandemic).
