Director, Government Procurement

This position will lead, develop, and implement PacificSource’s government procurement strategy, submissions, and accompanying activities. Initially, this position will work with senior executive leadership to develop and direct the company’s overarching strategy to succeed in government-regulated procurement, determine the goals to achieve the strategy, and translate these goals into clear strategic work plans. This role should position PacificSource to be successful in government-regulated procurements across multiple states and lines of business. This leader should cultivate and maintain relationships with internal executives in all PacificSource markets and lines of business, maintain relationships with external leaders in the government procurement space (as appropriate), and work closely with regional leaders and line of business leaders to shape PacificSource’s procurement strategy. While this role will not lead all efforts to prepare for all government-regulated procurements, it should work closely with other leaders to ensure that PacificSource’s strategies and activities are aligned for maximum impact and success. This position will lead multi-stakeholder procurement efforts, work with internal and external leaders to manage active procurement processes, and support and coach other staff to support PacificSource’s success in procurement.

Essential Responsibilities:

• Build and maintain relationships with PacificSource’s executive leaders, regional leaders, and line of business leaders.
• Lead, develop, and implement PacificSource’s government procurement strategy, submissions, and activities, consistent with PacificSource’s strategic plan and growth objectives.
• Collaborate with executive leadership and other business functions in a matrix environment to define, refine, and maintain PacificSource’s competitive value proposition.
• Ensure that PacificSource’s government procurement strategy serves the company’s goals in all lines of business and markets.
• Lead and manage all government-regulated procurement activities for PacificSource, including monitoring applicable governmental entities for procurement matters, managing procurement process, building and submitting high-quality (and high-scoring) content, working closely with internal subject matter experts, and ensuring submissions comply with regulated entity expectations for process, format, and content.
• In collaboration with Government Regulations staff, monitor relevant legislation and agency rulemaking that impact procurement opportunities and procurement priorities.
• Maintain expertise on government-regulated procurement requirements, common practices, lines of business, and regulatory expectations.
• Provide strategic direction and guidance as part of a multi-disciplinary team, as requested, scope potential procurements and position the company to close identified business gaps.
• Build and maintain processes, procedures, and corporate structures as necessary to deliver procurement content consistent with PacificSource’s expectations for high quality, on-time, and competitive performance.
• Conduct research on government programs and regulatory agency requirements, funding cycles, priorities, and alignment opportunities, and build corresponding internal and external educational materials and strategic documents.
• Consistent with strategic activities (as discussed above), execute on government-regulated procurement opportunities.
• Lead internal and external stakeholders to ensure successful responses and submissions.
• Review procurement documents and requirements, and manage allocation of internal resources accordingly.
• In a lead role, collaborate with all other department leaders to ensure knowledge and priorities are established for each competitive procurement response.
• Build, deploy, and refine proactive scoring and review mechanisms to ensure high-quality work product and submissions.
• Build and execute processes during procurement to work collaboratively with subject matter experts in other departments, to craft original content based on governmental needs and requirements, and to ensure submissions reflect accurate, strategic, and aligned work product.
• Lead internal work groups to ensure successful submissions.
• Shape and manage procurement communications between PacificSource and regulatory entities.

Supporting Responsibilities:

• Participation in internal and external presentations.
• Meet department and company performance and attendance expectations.
• Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
• Perform other duties as assigned.

Work Experience:

Minimum of 5 years of leadership experience in regulated procurement, with a strong emphasis on health care. Minimum of 2 years of supervisory experience. Demonstrated track record of success in building procurement strategy and leading procurement activities with positive results.  Experience leading large multi-stakeholder initiatives in a regulated environment is required. Experience in managing complex projects is required. Experience in proposal writing, project management, or consulting is required. Demonstrated ability to develop and execute procurement strategy. Significant technical writing experience required, along with editing and formatting skills. Demonstrated history of success in acquiring regulated business. Self starter, motivated, and self directed. Education, Certificates, Licenses:

Juris Doctor (JD), Masters in Public Health, Healthcare Administration, Business, or related field required. 

Knowledge:

Excellent public relations, presentation, and interpersonal skills. Demonstrated successful communication skills, including public presentation, training, meeting facilitation, and written materials. Maintain high level of knowledge of company products, health reform trends at the Federal and State levels, and the insurance industry. Demonstrated skills with the following software: Microsoft Word, PowerPoint, Excel, and Visio. Strong analytical and problem solving skills. Must be extremely flexible, highly organized, and able to balance a range of internal and external stakeholders and competing priorities. Must have flexibility to work long hours on occasion, as required, for procurement opportunities.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel throughout PacificSource’s service area is required approximately 20% of the time (not during a pandemic).
