Summary: The Senior Analyst, Public Health Data Modernization, assists the Senior Director, Public Health Data Modernization, in developing and meeting the deliverables for federally- and foundation-funded projects important to State and Territorial Health Officials (S/THOs) and their agencies in the areas of public health and healthcare data partnerships, health information exchange and health information technology. The Senior Analyst is part of ASTHO’s Population Health and Innovation team supporting S/THOs in improving population health through modern, innovative use of data, enterprise-level technology approaches, interoperability of data systems, and public-private partnerships.
Manages specific deliverables for ASTHO’s grant-funded projects related to health information exchange and public health data systems. Specific areas of focus may include building data partnerships between public health programs and health care entities to advance measurable population health goals, fostering environments of data collaboration, and modernizing the state and territorial public health data and technology apparatus. The projects will include activities such as: creating capacity building resources (reports, issue briefs, blogs, webinars, and podcasts); supporting and conducting qualitative research including environmental scans, surveys/assessments, and/or focus groups; and providing technical assistance to state/territorial health agencies and their collaborating partners.
Assists the Senior Director and Vice President for Public Health Data Modernization in developing funding proposals including identifying funding opportunities and conceptualizing deliverables for funding proposals that meet member needs.
Assists in the writing of progress reports for funders and briefing materials for ASTHO members and senior staff.
Collaborates with other ASTHO teams on cross-cutting issues related to public health data modernization; population- or condition-specific data challenges and opportunities; innovative data strategies; health information exchange; and other data and health information technology concerns.
Tracks federal and state legislative and regulatory issues as needed, with an emphasis on changes to health information exchange, health information technology and public health data and technology systems.
Responds to requests for assistance and information from members, affiliates, and national organizations.
Oversees administrative tasks such as managing contracts, processing invoices, tracking expenses, meeting planning and staffing, and organizing conference calls.
Provides subject matter expertise related to public health data and technology systems, health information exchange and health information technology to other ASTHO projects.
2-3 years prior related experience
Master’s degree in public health; data science; public health, medical, health care (or similar) informatics; computer science; epidemiology; biostatistics; information technology; business administration; or similar fields.
Knowledge state/local public health data and technology systems, health information exchange and technology policies and standards, and
State health agency, technology firm, membership association, and/or public policy experience desirable.
Ability to work independently as a self-starter, and in a team environment, manage multiple projects and complete assigned tasks in a timely manner.
Ability to track and analyze related project issues and legislation at federal and state levels.
Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.
