Job Summary The GIT Office of Sponsored Programs (OSP) is responsible for cradle to grave contract administration for all grants and contracts for both the Georgia Tech Resident Instruction units (RI) and the Georgia Tech Research Institute (GTRI). Total annual research awards equal approximately one billion dollars. The Contracting Officer will have expert knowledge of the Federal Acquisition Regulation (FAR) and its supplements, including the Department of Defense DFARS, be able to work independently and make sound business decisions for the institution. The Contracting Professional will have primary responsibility for submitting proposals, and reviewing and negotiating complex Department of Defense, federal, Defense Industry and not-for-profit contracts. The Contracting Professional may also negotiate teaming agreements, Cooperative Research and Development Agreements, Associate Contracting Agreements, and Non-Disclosure Agreements facilitating sponsored research. Complex problem solving skills and effective communication with faculty, staff and Georgia Institute of Technology (GIT) administration is required. ABILITIES Resolve contractual matters and post award administration issues. Advise faculty and staff on applicable federal and state regulatory and policy compliance requirements and Institute policy. Interface with other GIT departments supporting sponsored research including Research Integrity Assurance, Industry Engagement, Technology Licensing and the GIT Office of Legal Affairs as needed to ensure compliance with regulation and Institute policy Maintain current knowledge of policies of the Office of Sponsored Programs, University System of Georgia and GIT. Perform other related duties as assigned.
KNOWLEDGE Review solicitations (e.g., RFPs, RFQs, RFIs,) support research proposal preparation and processing, and submit proposals Review and negotiate contract terms and conditions Maintain current knowledge of relevant federal acquisition regulations, policies and procedures Review, negotiate and execute Cooperative Research and Development Agreements, Associate Contractor Agreements, Teaming Agreements, and Memorandums of Understanding
SKILLS 5+ years of experience in federal contract management, including knowledge of non-disclosure agreements, teaming agreements, IDIQ Contracts, subcontracts flow-down requirements. In-depth knowledge of Federal Acquisition Regulations (FAR), DFAR and other acquisition regulations. Knowledge of Cost and pricing data, Organizational Conflict of Interest, Intellectual Property Clauses and Government Property clauses, Small Business Plan Requirements. Etc. Familiarity Federal Procurement Websites including Procurement Integrated Enterprise Environment (Solicitations, EDA, WAWF, etc.) Thorough understanding of different contract types (i.e., CPFF, FFP, T&M, LOE, etc.). Ability to maintain a strong attention to detail under varying acquisition conditions. Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint). Excellent communication and organizational skills.
