The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens. I-TECH has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Program Officers and Public Health Fellows. The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle. I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR). I-TECH Malawi has an outstanding opportunity for a Technical Assistant for HIV Procurement and Supply Chain Management (TA-HCSC). The primary purpose of this position is to manage and strengthen the supply chain for HIV/AIDS commodities and antiretroviral medicines to ensure uninterrupted availability of HIV commodities at over 750 health facilities in Malawi. The TA-HCSC will support the Department for HIV and AIDS implementation of procurement and supply chain activities to facilitate successful HIV and AIDS Program aligned with the 95-95-95 framework and the 5-year National Strategic Plan (NSP) for HIV 2020-2025. RESPONSIBILITIES: Strategic Planning and Supply Chain Management: •Coordinate key stakeholders involved in HIV Supply chain management including procurement agents for HIV commodities to inform supply planning and order processing. •Provide technical support to Ministry of health for Quantification of HIV Program commodities including Test kits, ARVs, Viral load, Condoms, Diagnostics, laboratory supplies and other related consumables. •Provide technical support during the development, updating, and implementation of policies, guidelines and job aids for the national HIV and AIDS programs. •Provide technical support during HIV and AIDS technical working groups and sub-groups to ensure alignment of proposed HIV prevention treatment and care policies, guidelines with Global supply chain guidance. •Provide technical support during development of Grant proposals for Global Fund grants including Grant Making and Local Funding Agent ( LFA) review processes •Provide technical support to the MOH Department of HIV/AIDS and Health Technical Support Services (HTSS) departments to coordinate procurement and supply chain management (PSM) of HIV Commodities. •Co-ordinate key PSM stakeholders and contribute to development of a National Supply Chain strategy for Health Products including support to addressing National Strategic Plan 95-95-95 Scale up targets for the next 5 years. •Support compilation and follow up of Progress Update and disbursement requests (PUDR) for procurement of HIV commodities through Global Fund. •Provide guidance to ensure that procurement of diagnostic tests, ARVs and medicines for opportunistic infections and other pharmaceutical management procedures follow the respective Pharmacy Medicines and Poisons Board (PMPB) regulations for pharmaceutical management and are compliant with international regulatory requirements. •Liaise with HTSS Pharmaceuticals to coordinate training on stock management, inventory control, and monitoring of pharmaceuticals at health facilities. •Provide technical guidance to Ministry of health in management of key supply chain functions related to warehousing, distribution and quality assurance of the supply chain for HIV commodities. •Oversee implementation of a distribution plan for ARVs from the warehouse agents to the facilities including product allocation and commodity tracking. Systems Strengthening/Partner Capacity Building: •Collaborate with other relevant stakeholders as necessary to facilitate harmonization and integration of key supply chain functions for HIV, Malaria , TB and essential medicines. •In collaboration with staff from the MOH HIV and AIDS & HTSS departments, develop and agree on the tools and procedures required to implement sustainable supply chain system standard operating procedures, reporting forms, performance measurement indicators, etc. •Collaborate with HIV Program and HTSS staff to quantify related HIV products. •Provide technical expertise and support coordination for district health offices and district-level implementing partners to strengthen HIV commodity management, continuous quality improvement interventions and the national quarterly supportive supervision exercise, to ensure uninterrupted availability of commodities at facility level. •Build capacity of Supply Chain Fellows, Supply Chain Officers and assistants seconded to the HIV Department & HTSS. •Implement a plan to build capacity at health facilities for better pharmaceutical management in collaboration with the MOH HIV and AIDS and HTSS departments. •Strengthen the flow of supply chain data from health facilities to districts and national level. Inventory Management, Monitoring and Evaluation: •Collect, synthesize and transmit data and information related to commodity utilization at health facilities as an input into HIV Commodity Quantification and Procurement plan. •Ensure full inventory control and audit trail for supply of ARVs and test kits along the entire supply chain •Compile supply chain quarterly updates including a detailed national stock status report at national level. •Ensure that the quarterly inventory of HIV commodities in the warehouse and at the health facilities is conducted as part of national supervision system •Document lessons learned and revise tools and plans for future roll-out of the system as needed. REQUIREMENTS: •Bachelor’s Degree in Pharmacy or logistics management and procurement. •Minimum 5 years of experience in supply chain management, especially in distribution of health or related commodities from national or zonal or district level to points of distribution. •Experience in pharmaceutical supply management or other goods of at least 3 years in a reputable institution. •Experience in public health programs with experience in designing and implementing supply chain systems in resource-limited settings, and a proven track record of impact/success. •High level of proficiency with Logistics software. •Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and enhance effective partnerships; •Demonstrated ability to work effectively across cultures. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED EXPERIENCE •Post graduate training in Supply Management, Procurement and/or Public Health WORKING ENVIRONMENTAL CONDITIONS This 100% full time position is in Malawi. The Technical Advisor position requires up to 10% travel in areas that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Technical Advisor requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites. I-TECH operates within a grant-funded environment. Due to this, the total amount of this position’s FTE may fluctuate based on program funding and needs.
