DESCRIPTIONThe Director of Regulatory Affairs for UC San Diego Health serves as the organizational leader for all licensing and accreditation processes. In this role, the Director will successfully partner across the institution to ensure success in meeting all health and safety standards. This leader will serve as the liaison to local, State and Federal licensing and accreditation entities including but not limited to: County of San Diego, California Department of Public Health, and the Joint Commission. Reporting to the Chief Quality and Patient Safety Officer, the Director is administratively responsible for a team of Clinical Compliance and Licensing Specialists. This leader is responsible for all aspects of budgeting and strategic planning for this department. The Director will be responsible for implementing highly reliable programs and processes to ensure regulatory compliance. This leader will partner across the organization to provide training and preparation to achieve optimal results and high reliability in the care delivered to patients. Key Responsibilities: - Participates in the strategic planning of regulatory programs across the medical center and/or health system. Oversees the implementation of new initiatives, processes, and improvement plans. - Analyzes quality and efficiency of compliance methods and systems from a strategic standpoint. Manages development and implementation of system improvements that are cost-effective and scalable. Integrates activities with systemwide initiatives, and ensures compliance with state reporting requirements. - Oversees the development of policies and processes to promote cooperative and efficient practices, focused on compliance with internal policy and external regulations. Determines need for changes or enhancements to systems and processes to mitigate areas of risk. - Responsible for employee performance reviews, recruitment, retention, terminations and staff development programs. Instills strong management practices to create a culture of teamwork, collaboration and timely achievement of objectives and goals. - Collaborates with leaders across the medical center and/or health system to identify regulatory high risk situations and negotiations. Develops methods and seeks opportunities to increase manager and staff awareness of regulatory compliance programs and associated processes. - Collaborates with senior leaders to promote and support regulatory interests in organization-wide information technology initiatives, including business intelligence and the electronic medical record system. - Other duties as assigned. Position involves the review and evaluation of healthcare regulatory compliance controls and programs. Develops regulatory policies and systems from a strategic perspective; keeps abreast of regulatory issues, plans for changes and / or integration as new healthcare affiliations are assumed. Provides education and consultation to hospital and medical staff regarding the integration of compliance regulatory standards with programs and operations. Acts as a channel of communication to direct compliance issues to appropriate resources for investigation and resolution. Ensures issues and concerns are being appropriately evaluated, investigated and resolved. Develops and maintains policies and procedures for the general operation of the compliance program and its related activities. Directs resources, evaluates and approves new systems and methods, develops annual goals and budgets, and contributes to strategic plans and policies that have impact throughout the medical center. MINIMUM QUALIFICATIONS- Bachelor's degree in clinical or related area, and / or equivalent combination of experience / training.
- Eight or more years of relevant experience.
- Experience and proven success in strong hospital management experience, with progressive and in-depth expertise in regulatory compliance.
- Demonstrated understanding of legislative processes, applicable regulations, and outside regulatory agencies.
- Experience and proven success as a healthcare leader with progressive and in-depth expertise in regulatory compliance, patient safety, accreditation, and licensing. Demonstrated understanding of applicable regulations and standards with evidence of successfully interfacing with outside regulatory agencies.
PREFERRED QUALIFICATIONS- Master's degree in related area preferred.
