United Cooperative Services has an open position for a GIS Supervisor for the Burleson Cooperative Planning Department. Manage and maintain software and engineering databases for mapping and connectivity of the cooperative’s electrical and fiber optic systems, including GIS, OMS, and SCADA system maintenance and support. Supervise and train other technicians in support of same.
Responsible for maintaining the Milsoft engineering model and being proficient in the use of all edit tools provided with Milsoft software. Must enter work orders, map changes and corrections to maintain the model’s connectivity. Performs backups and restorations from backup of the engineering database. Works with other departments (Member Service, Engineering and Operations) to verify changes in the database.
Compiles and performs queries of the engineering model and extracts information in various formats as required by other departments.
Must be proficient in the operation of the OMS system and train System Operators and MSRs in the use of the OMS software. Extracts outage data in the appropriate format for use in outage reporting.
Must be proficient in the operation of the IVR systems (outage, payment, pre-payment, notification, etc.) and train System Operators and MSRs in the use of the IVR software and procedures. Manages the IVR database and extracts data for use in reporting and analysis.
Must be proficient in the latest version of GIS/CAD/Drafting software and editing, plotting, importing/exporting files for Cooperative maps. Compiles and executes script files, configures software for use with printers/plotters, queries maps for data required for departmental use and export in the proper format. Transfers and plots maps from the Milsoft mapping software.
Must be proficient in the operation of SCADA and interpret and explain the SCADA logs to others. Maintains associated databases and map files used for viewing SCADA devices and operations.
Must be proficient with software and hardware used for collection and storage of GIS data. Uses Daffron, Trimble, AutoCAD, Milsoft, Access, and SQL Server to run queries, compare files, and provide text files from queries for storage and use by other departments.
Must be proficient in the operation of ESRI based engineering models maintained in the fiber optic mapping and planning environment.
Must be proficient in management and maintenance of a detailed engineering model for the electric and broadband fiber optic networks. Must enter work orders, map changes and corrections to maintain the model’s connectivity and perform circuit diagnostics to locate and correct errors found in the database. Works with other departments (Member Service, Engineering and Operations) to verify changes in the database.
Implements processes and schedules to update map viewing and field staking software.
Must provide benchmarking updates for Engineering Services department.
As a member of the management/supervisory team, this position is responsible for the provision of a full range of supervisory activities including but not limited to the selection, training, developing and evaluation of section personnel, planning and the completion of special projects as delegated.
Develop and implement: education, tools and training with clear expectations to employees in order to meet departmental and cooperative goals including but not limited to the following:
Maintain familiarity with and be able to effectively communicate United, industry, and regulatory information including but not limited to: communications and publications to our membership, internal communications such as the employee newsletter, supervisors’ meetings and employee meetings, and information from appropriate internal and external web sites.
Prepare (and potentially deliver) presentations to employees or other groups as necessary.
Adhere to and encourage safety policies and procedures and be actively involved in continuously assessing safety policies to ensure their content and/or effectiveness are consistently the top priority at the cooperative.
Administers “Proactive Performance Coaching” principals in accordance with daily supervisory duties.

Vendors: Interacts with vendors to deal with software support issues and maintain an inventory of supplies for the plotting of cooperative maps as required.
Job Knowledge, Training and Experience: Requires a high school diploma or equivalent and a minimum of four years of experience in a mapping, engineering, operations, GIS environment or equivalent combination of education and experience. Requires supervisory experience, and a Bachelor’s degree is preferred. Must have knowledge of the connectivity modeling required in an electrical and/or fiber optic distribution system.
Equipment Operated: Position utilizes personal computers and computer terminals. Position also requires operating GPS data collection devices and equipment. This position requires the ability to operate an ATV and a current Texas driver’s license without violations that would prohibit insurability.
Abilities and Skills: Must be computer literate and have the ability to operate in the Microsoft Windows environment as well as basic computer skills necessary to operate all standard office equipment on a regular basis. Must have knowledge of data communications concepts. Individual must be able to follow detailed instructions furnished in written, oral or diagram form. Must be able to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. This position requires the ability to write routine progress reports and correspondence using Microsoft Office Software. Must have and maintain a current Texas driver license without violations that would prohibit insurability.
Physical Effort: Must be able to perform all activities listed in the job description with or without reasonable accommodation, required to reach with hands and arms, climb, balance, stoop, kneel and crouch. Must be able to frequently lift and/or move up to 25 pounds.
Working Conditions: Work is performed in both office and outside environments with occasional exposure to moving mechanical parts.
